Think the only way they could do both in one game is a survival game or even a survival DLC that's locked off from the standard reserves. It'd only get worse when cheaters find a way to exploit or abuse the new mechanics. It'd turn into a ♥♥♥♥♥ fest and split the playerbase. You'd also get trolls jumping in water or shooting into the water with the 20Gauges scaring fish off.
Fishers would set up tents/blinds to fish from and then you'd get duck hunters do the same crowding a lake and creating the eyesore hunting pressure. Mixing the two would be pretty cool but it just wouldn't last long. I.E the U.K's fishing lakes and ponds usually only have Fallow Deer and maybe a Red Fox or two - That's not ideal for hunting, especially when the lakes are usually near villages/towns/motorways or even inside them like London's dock pond for 20lbs+ Mirror Carp on other fishing games. CoTW: the Angler should be its own thing, as it'll take us to other nations that don't have a plethora of hunting areas.
